1997 C5 Suspected Fuel Control Problem - Reduced Engine Power to 30 MP

I keep getting a warning / alert telling me the traction control needs servicing and at the same time the engine enters a reduced engine power mode.  The car won't go over 30 MPH.  If I turn the car off and let it sit for 20 seconds it starts and runs fine for 15 or 20 miles and the ritual starts all over again.  I've changed the fuel filter thinking the car is having fuel flow issues but it doesn't seem to stop it.  Does anyone have ideas?

You may be having a problem with your ABS module and/or wiring.

OK, I found some stuff out that might help others:

 I'm not mechanically astute on any car built after 1961 and the computer world is somewhat alien to me but I had a friend retrive some codes from the car's computer and the solution is vague.  I thought may be I could repair it myself but I'm now wondering.  "What happened to the good old days when I could climb in with the engine with only an open end wrench in hand?"

The solution states it is the APP, Accelerator pedal Position sensor.  It says that if two or more DTC's are set involving more than one APP sensor, this DTC will send the Reduced Engine Power Message.  

The solution also includes several categories:  1.  Condition for setting the DTC  2.  Action taken when the DTC sets  3.  Conditions for clearing the MIL/DTC  4.  Diagnositc aids.  Of course all this stuff makes no sense to me.  

The next category is removal procedure.

Can you tell me what the I.P lower insulator panel is?  Next it states that I should disconnect the accelerator pedal sensor module electrical connector and then the accelerator pedal.  

I assume these DTC's or the myriad of sensors, from what I gather there must be 3, are attached to the accelerator pedal.  Again, I assume this entire module is to be discarded and replaced?

I know this is getting complicated.  As a novice it might be best for the kids to not eat for a few months and for me to take the car to a Chev dealer (?)

Hi!  Sorry to hear about your problems.  Don't know if I can help, but here are several things you might try.  First, clear the computer of codes.  I only have experience with a 1990 corvette, but, then, disconnecting the positive battery terminal for one
minute would clear codes.
Second, measure your fuel pressure at the injector rails while this is happening.
Third, if still stranded, consider buying an OBD2 interface to a PC laptop.  There is free software available online which will moment-by-moment read the engine's status via the OBD2 interface.  These interfaces are available for around $60-70 .  Very useful for evaluating ANY engine problem.

Also, consider vapor lock if you live in a hot enviroment.
