Headlights (both) coming up about 1/2 way on my 1988

Good Morning, My question is about the headlights.They just started coming up about 1/2 way up w/ lights on and then stop (both sides). Is this a vacuum or modular issue? You can contact me at jarh38@aol.com......Thank's, RJ

put C4 headlights in the search box in the upper right if you cannot copy and past e the link above...
autozone.com also has headlight diagnostics on their web site.. for this model... but nothing about the worn parts... just if the electronics fail....
