Finding out how front brackets fit on front bumper of 1992 Corvette

I am putting the bumper back on my 1992 Corvette.  On the bottom of the outside Fascia, there are two round brackets that connect the outside piece with the inner bumper.  They sit right in front of both tires.  Does anyone know how they fit in?  I am confused whether they sit in between the pieces or snap on the bottom.

Does piece #28 fit under the bumper by lower valence were the bolt in #6 is pointing?  

see i liked this corvettebody style way better than the newer ones. its getting really hard to work on things. i had to take a tire off just to change a light bulb. c'mon!
